Fixed: Make a proposal always visible

You can now make a proposal even before there is a line-up.

The "Make a proposal" button now always shows in the Proposals block, even without a line-up. You or your assistant can send the first proposal from an empty pitch. "Make final" only appears once a line-up exists.
